The Kosovo Protection Corps officially came into being on 21 September 1999 with the promulgation of an UNMIK Regulation and the Statement of Principles providing provisional legal status for the Corps within Kosovo. The Special Representative of the UN Secretary-General will exercise direction, funding and administrative authority over the Kosovo protection Corps. The Commander Kosovo Force will exercise day-to-day supervision of the Corps.
The Kosovo Protection Corps will undertake to:

- Provide a disaster response capability, including for major fires, and industrial accidents or spills.
- Conduct search and rescue.
- Provide humanitarian assistance in isolated areas.
- Assist in de-mining.
- Contribute to rebuilding infrastructure and communities.
